thats only true because the displacement rule isn't very fair anymore, 250F's make way more HP stock than a 125 does, in the neighborhood of 15-20% more HP

Uh that's the argument that I'm trying to make. By eliminating the production rule you're only making it harder for the privateers as they'll be at an even bigger disadvantage.
