Let him progress slowly. I know its all about throttle control, but I think going from an 85cc bike to a 250 bike is a bit much. But I dont know what his riding skill is either. However if his father thought it was a good idea he would make it happen.
Thats why i ride a 200, I probably dont have the skills to ride a 125 as fastIn most cases 125's are actually slightly taller than 250's.
I think he should go 125. 125's are great for teaching how to ride. If your not riding right or using the right technique you'll be slow, so in a way 125's force the rider to ride right or just be a slow poke...



you are coming off an 85, just go with the 125, if you were coming off a 150R or something like that I'd say 250
CR500 or KX500
