When you are serious about trying the things suggested here, people don't mind helping. If you don't understand it is fine to say so, but finding definitions is pretty easy, as are at least schematic diagrams. it is kind of a situation where being prepared gets you to the point of asking more concise questions.

Yup he is right on! Andy (ossagp) is one of the aforementioned helpful knowwledgable souls and if you listen he won't steer you wrong:ride: he may eventually get grumpy though if you don't listen:boxing::smirk::P
 
1983 IT 490 with PWK 38mm carb. I’ve got a loping on deceleration and bogging when a roll on from mid to high rpm. Also at high rpm, the revs noticeably increase with no noticeable speed change, like in flooring a car in neutral.

I'm guessing you have an air leak or excessive lean mixture, off throttle, to make the loping/hunting on decel.
The top acceleration is most likely a smoked clutch pack.
My WR500 spec'd out just fine, but new clutch fibers made a huge difference in top gears and I knew right away it had been slipping for a longer time than I'd like to admit.

Thank you! I figured it was running lean but hadn’t pulled the spark plug. Clutch pack makes sense, I’ll have to get one ordered. I bumped the main jet from 165 to 170 and it was bogging as soon as I shifted to second and rolled on throttle. Just cruising around to parking lot, nothing crazy quick.
