Yeah, to me it's not the issue of blinding or not. Depends on the type of laser, they even say the cheap ones are more dangerous because of less regulations It's more about that they were doing it in the first place. If they don't punish them severely, then the next person will say, ok ,that didn't work, let's try this, since the punishment won't be very bad. Then that thing they try does work and there is a big crash on the start straightaway and someone gets hurt, blah, blah....all speculation but it shouldn't get that far. Stop it now by issuing HUGE penalties.
