I was wondering if anyone knew if the cylinder head of a rm-z 450 is supposed to rock or wobble when on a flat surface? My bikes leaking oil out of the cylinder head

All the machined surfaces should be true. So to answer your question, no.
Mitch, if you don't have a SHOP MANUAL you may be able to go to bikebandit.com and pull up the parts diagram showing the head. You can see what parts may be involved. Since you sound inexperienced here, I will warn you not to simply tighten the heck out of everything until you find out if that is all it needs. (Because that can end up costing the "heck" out of you.)
Thanks everyone I have learned from the new part that it is not supposed to rock at all and I'm sure I have all the correct parts since I've had to look at the diagram over and over again lol so thanks you guys helped
