Why is it that Europe can still get 2 stroke bikes in every category, even street legal enduros? When here in America they are considered too dirty and do not pass emissions tests?

Can someone please give me an explanation to this matter?

They actually have very high emmission standards in Europe now. They don't have industrial emmission standards though.

European emission standards are arguably stricter than ours, although a direct comparison doesn't really work because the two sets of rules are very different in many ways.

Bu it's my understanding that motorcycles are not required to meet the same standards as cars in Europe, especially engines that are below a certain displacement.
