250 No spark 2007 KX250

I’ve been restoring a 2007 kx250. I did a bottom end and top end rebuild on the engine. Put it back in the bike and there’s no spark. The stator and flywheel looked like they might have had some damage so I got a oem flywheel and the only stator I could find was from China. Still not getting any spark so I used a volt meter to measure the VAC coming directly from the stator wires. The wires coming from the exciter(source) coils we’re producing about 8-9 V AC when the engine was kicked. According to Ai it’s supposed to be 20-50 VAC. Wondering if any body has experience with this and can confirm. I was getting about 13.2Ω of resistance from those wires. And from the executor ground reference wires is was getting 0.5VAC and 13Ω resistance. Anyone know if this is the correct voltage or is my stator not producing enough power and I should get another. Or is the problem something else?
