RM250 carb needle

Okay, so I moved my needle down or moved my clip up two notches how ever you want to look at it. So now I am having a tuff time trying figure out if I changed my bottom or top. What end does moving the needle affect? I know my bottom has a lean condition but since I moved the needle it seems to have cleaned up a messy condition I have been having from 1/8 up to 1/2 throttle. Oh and I have a 01 rm 250 with 46 p 162 m air screw 2 turns choke idle 12 clicks out fresh top end and drool dripping out the pipe? It seems to run Lean on bottom and rich on top.

Okay so moving my needle clip up,, I leaned it out but not on the pilot or main in particular just on the mid range where it uses both? Not sure where the line is on the pilot stopping and the main kicking it?
 
What altitude do you ride? What is the stock jetting. If rich on top change the main jet to a lower number.

I believe I ride below 700ft sea level mostly my jetting is what I believe to be stock at 46 p 162 m. I have the air screw turned out two full turns and the choke idle out 12 clicks. I my concern isn't so much the rich as it is the lean. I have never fouled a plug but I had a very messy throttle response 1/8 up to 1/2 and was told to drop the needle to lean it out as I was running too rich causing that. It definitely help the messy throttle but I still get tons of spooge but think this is more of a factor not being on the pipe enough as I trail ride allot. My main issue is I think it is too lean on the bottom as it has a bad surging idle after I ride it for a while. It idles like a champ on first start up and will lug with the best of them.

Oh and I run 32:1 full syn.
