There is normally a bit more to it than that. The injury may have been severe. To recover medical expenses a lawsuit was initiated. KTM settled out of court and an analysis indicated that a recall would be less expensive than more lawsuits. A business decision was made to do the recall.

Correct, but what I was saying is that there was probably more then one case of this happening, to warrant a recall. I doubt that a company would do a recall on one incident, especially if there's a possiblity of it being customer negligence. However yes if there were more then one case of it (or the possibility of more), a cost benefit analysis would most likely be in order.
