How much compression is a healthy safe # and at what psi should I consider a rebuild ???

Probably 150 or so for what you want to see.....however you must disable the auto decompression device if equipted and hold the throttle wide open when testing, otherwise you won't get accurate compression test results.It may be easier to perform a leak down test instead, besides a leak down test will tell you where the compression is going (past the rings,or valves, even tell you if its exhaust or intake and if both might indicate timing off) usually this is a much better diagnostic test.
