two stroke jetting

Hey guys I just bought a 2017yz250x. I live in Tucson az and elevation is about 2500 ft. Jet setting is 178,50 and in 2nd position. I keep fouling plugs. I just started running 40:1 for fuel hoping this will clear up my problems. Does my jetting sound too rich? It is all stock settings. I'm...
