can the float level cause it not to crank? it want bump start or kick start

It just cranked, but soon as it crunk it was revving as high as it could n I pulled the plug cap off n it died
when the bike is off i can give it throttle and i can hear t shlide move up n down, it ran fine the other day n i started giving it gas n it seem like the throttle just hung
i took the carb apart last night and put a new throttle cable on it, and when i crunk it earlier it automatically revved like it did last night
