New member 2004 rm250 wont rev up

The dirtbike has 350 hours on it and I just purchased it and when riding it sounded a bit radilly I rode it for the day and at the end after running it pretty hard it started sucking oil from crank seal and wouldn't rev out all the way. Atleast that is what i thought. I tore it down and the crank bearings were toast.they were almost to the point of gernade. Replaced bearings and piston and put back together and I can feel a way more balanced engine but it still runs kinda like it's got a rev limiter or something it revs but kinda bogs the same exact way I knew it was time to stop running down the drag strip that day. It's running the same way now when it started doing it before rebuild the powervalve moved by hand and feels like it works
 
Yes I just went thru the carb does the same thing. I checked the reeds and the powervalve. Is anyone familiar with the tps sensor and the other selnoid on the carb. It doesn't make sense to me why it went from running great minus the engine noise before rebuild it just all of a sudden started running like crap so I parked it and after rebuild engine sounds great just still have the high rpm problem
