Kick Start Problem

I am trying rebuild this bike for a friend. I have a 1997 Honda XR250R and I'm having trouble with getting it started. It will start if you push pull it and pop the clutch but won't kick. If I throttle down, it dies. Cleaned carburetor. Decompression lever isn't there. If I could get anyone that might know what's going on or have an idea. Thanks Tanner
 
It won't idle. If I let go of the throttle it will die. I have to keep the throttle at half or more. It will run wide open but nothing less. Decompression lever isn't there and it will not kick-start. I have to push/pull start it.

I would clean the carburetor again and make sure every hole in the idle jet is clean.
I would pull out the idle mix needle and blast that port extra clean as well.
Are you using compressed air to clear the passages after using the carb cleaner? It makes a difference.

Your symptoms are screaming, "IDLE CIRCUIT!" -BIG DAN:thumb:
