I have a xl100 I just bought. The guy said it needed a cdi. But i don't know if it does because I heard that some bikes don't use those.

Most bikes you'll come across have a CDI in some way or another.
I have never seen one fail. I've bought 30+ bikes that "needed a cdi." None of them ever did.
Post up some photos of this thing and let us see it!
Clean the carburetor, change the oil and air filter, spark plug, and let us know what happens.
