I live in PA. I just bought a bike the other day and the title came with it. The bike was bought in 1998 by the person the bikes name is in. i wanna get the title in my name but without this guy present doesn't seem possible .. Is there anyway do do this.?

You can probably just sign both names and not have an issue.
if there is no one to complain then it will probly slip thru, who will know who signed
