Razor hits quad or quad hits razor?

so tahts the oregon dunes... funny this thread popped up cause last weekend while in a state park in the california desert... Ocotillo Wells. we had 2 BLM in a razor come to camp. they said they watched a guy on a dirtbike come into this camp. then proceeded to check all the registration. i started to talk to the guy and he is actually a rider. was looking into getting a bigger ktm and was from that area. ended up being a really nice guy but it was BS that they came into camp in the first place. after talking to him he told us... " i dont get the laws... on a quad you MUST wear a helmet. On a motorcycle as long as you are off road there is no law saying you have to have a helmet on" i was like wait a min wtf... i thought you swaid you came here for someone ona ditbike not wearing a helmet... his response "well i wasnt sure if it was on the quad or not" lol total BS but in the end the guy was nice and he gets it cause he rides as well.
also too far away to tell who is at fault but i will say 90% of the time its a quads fault so i will put my money on them
